As a PQA recipient, what was its impact to the overall organizational performance, to the employees and to the management?

For the entire organization, it gave the entire agency more confidence, confirming that the quality of our operations was worthy of an award. The award also made NSO more aware of TQM not just as a practice, but really as a way of operating our agency, locking us into a quality management mode of thinking. There is also the pride that goes with being the first national government agency to receive the PQA Commitment Award.

For the employees, apart from the pride mentioned above, the impact of the awards is in terms of a raised level of consciousness and a different perspective of customers and clients. Looking at each other as a client whom we have to serve with a quality at par with the private sector made for higher standards.

For the management, the award has put a premium on all the activities covered by the seven (7) espoused criteria. There is a more conscious effort to document and institutionalize. Feedback and employee satisfaction is more at the forefront of operations, whether statistical, civil registration, or administration.

Overall Organization Performance: Having been recognized as PQA recipient, it has promoted better communication and cooperation between employees and management and also it has encouraged participation of the rank and file level for the company improvement.

Overall Organizational Performance: It pushes the organization to sustain its standards of excellence and pursue further improvement. The challenge is there. The expectations are high. These are matched by unwavering zeal and commitment for organizational excellence. Excellence has become the guiding light of the organization in all the things that it is doing.

Employees: City employees have become more cognizant about quality, productivity and such other elements which hardly carried weight before. There is a sense of pride and belonging to everyone.

Management: Excellence has become the battle cry of management. The management as a whole strives to go beyond institutional routines to achieve excellence. Some of the processes that the management has undertaken to adopt and institutionalize include benchmarking with private institutions, attendance on quality-oriented fora/seminars, application of newer technologies and the like.

Overall Organizational Performance: The PQA award instigated a challenge and have motivated us to do better. To prove that we deserve the honor, we are continuing our efforts toward a more progressive achievement.

Overall Organizational Performance: This had improved our organizational performance since everyone is conscious on how we could maintain the current performance if not to exceed it.

Overall Organizational Performance: The Philippine Quality Award served as an eye opener for us. Before, we always believed that Makati is number one. It had to take the PQA to knock sense to us and remind us about the need to guard against the plague of complacency that afflicts bureaucracies and public servants. We realized that we in the local governance must always look for ways to make ourselves relevant. And being relevant is not just coming up with programs that will be the envy of other LGUs. It is making a concrete difference in the lives of the people. It is securing the future for their children. It is more than giving them roof over their heads and food on their table; it is about making the people our partners in government, helping them face the future with dignity and self-respect.

More than the award is the opportunity to be evaluated based on the quality of our management system. The feedback report we got provided us vital inputs in continuously improving our programs, projects and services.

Employees: The most vital impact of being a PQA recipient is the awareness about quality. It is not just important to do your work as required but to do it with utmost concern for the best results. Customers or clients deserve the employees’ best effort to attain the most superior quality of service.

Management: The awareness of the importance to deploy vital information down the organization is one of the greatest learning we had for being a PQA recipient. Likewise, the concern for quality in all the undertakings was more emphasized. But most of all, it made us aware that there are still a lot of things to do an improve in terms of service delivery and performance in order to attain the state of quality governance we are all aiming for.

How do you find the effectiveness of the PQA’s seven-point criteria in assessing the overall organizational performance of the company?

While initially there may have been some concern regarding the applicability of the seven-point criteria to a government organization, we have come to see that it does apply, regardless of business concern, and regardless of the sector of operation. The points cover all the major facets of an organization’s life and concern, and in that sense is acceptable as a criteria for quality across space and time.

The PQA’s seven-point criteria is effective in the sense that it covers the important aspects of a company from the beginning (planning and resources), style/strategy in leading people, and Management system up to end (Business result).

We found out that the seven point PQA criteria has a “holistic” approach compared to the traditional Quality awards/standards that we applied for and received.

It accorded us the tool to make a self-assessment of our institutional strengths and weaknesses. It gave us a clear and accurate picture of the institution so that we now know which areas we need to improve on to achieve higher level of service excellence.

Soon enough a Center for Excellence will be put in place in line with our continuing quest for quality and productivity. The Center shall primarily take charge of designing interventions utilizing non-traditional educational and training processes that shall mould both the internal and external clients of the city government to experience growth personally and as a member of this community and of the Philippine Society as a whole.
